The surviving rules of the old decree So, in 2021, new rules for the sale of certain types of goods were adopted. In connection with this, many previous rules for retail, distance, commission trade, and sample sales ceased to apply.
The basic rights of buyers and obligations
of sellers still remained in the updated rules that came into force in 2021. This means:
- providing complete information about the product being sold;
- delivery of a regular or sending of an job function email list electronic receipt (cash or sales). A consumer cash or sales receipt is considered to be issued if it was sent to the buyer using electronic or other technical means, and if federal legislation does not stipulate any other requirements regarding this issue;
- the ability to perform control weighing or measurement of goods, in the sale of which certain units of measurement are used (weight, length, width, net weight, etc.);
- posting new current rules at the sales facility in a clear and accessible form.
The seller is responsible for having price tags for all products sold. The price tag contains the name, unit price or unit of measurement (weight, dimensions, etc.).
In cases where the product is offered
to the buyer at retail outside of a retail facility, i .e. what is visual content? in transport, at home, at work or school, or simply on the street, there is a ban on the sale of the following types of products:
- unpackaged food products;

jewelry made from precious metals and/or precious stones.
Possibility of return and exchange of goods
The RF Government Resolution of 19.01.1998 No. 55 ceased to be in effect as of 01.01.2021. Many representatives of the trade sector were somewhat surprised by this fact.
In essence, Resolution No. 55 contains almost all the rules for the sale of certain types of goods. The procedure for the sale of medicines and medical products was also covered. There was also a list of non-food products of proper quality that were not allowed to be returned or exchanged.
Starting from 01.01.2021, Resolution No
. 2463 came into force instead of Resolution No. 55. However, it cannot be said that any significant changes appeared in the new document. As in the previous resolution, the list of goods that are not allowed to be exchanged includes medicines and goods for the treatment and prevention of diseases at home (metal, rubber, textile and other hygiene and sanitation products, medical products, oral care products, children’s care products, spectacle lenses).
The greatest confusion in replacing one regulation with another was caused by the fact that the new document does not mention the possibility or impossibility of return in any way. That is, the question arises: is it now allowed to return purchased drugs or products to the pharmacy? The answer is categorically negative! This requires separate clarification.
